“Plan for the Protection of Capital Cities and Tombs of the Ancient Koguryo Kingdom” (2002-2003)

Having been once a strong power in Northeast China, the Koguryo Kingdom had great influences in the history of northeast Asia. The cultural heritage of Koguryo Kingdom was mainly in Ji’an, a city in Jilin Province, for it had been the political, cultural and economical center of the kingdom during the first and the fifth century. In 1961 and 2001, the ancient tombs in caves and valleys, Guonei City and Wandu Mountain City were respectively put into the first and fifth groups of the “historical and cultural heritage sites placed under special state protection” by the State Council. In 2004, they were put into the list of World Heritage of UNESCO.

This is the first project, which was planned and finished in a short time, based on the international concepts of cultural relics protection, to apply for the title of World Heritage. With the guidance of the thought of overall arrangements, focusing on the protection of cultural heritage, following strictly the international concepts of cultural relics protection, taking account of the town planning, general city planning, ecological protection and cultural heritage protection, etc., the plan was designed with application of diverse disciplines such as ecology, geography, historical study, technology of cultural relics protection, management and policy, etc. The following is the content of the project.

Regulating the distribution of the functional groups of the city and coordinating the protection of cultural heritage and the development of the city

Taking full account of the rich cultural and ecological resources particular in this case, the project explored the means to combine measures of cultural heritage protection and ecological environment protection, and built up a basic protection system with exemplary value.

This project discussed systematically the orienting theories and designing technology of the protection of the environment of cultural relics and posited four basic elements in the protection of the environment of cultural relics: history, region, location, and function. The strategies in the plan significantly raised the scientific value of the protective measures and the farsightedness, efficacy and maneuverability of the plan. The plan not only discussed means and strategies to coordinate the cultural relics protection and harmonious development of the local society, which was a good basis for the sustainable development of the place with cultural relics, but also built a solid foundation for the cultural relics protection and application of World Heritage. It is an innovation in the theory in the designing of cultural relics protection plan.

This project supported the “Capital Cities and Tombs of the Ancient Koguryo Kingdom” in its application for World Heritage in the 28th Conference of World Heritage in 2004 and contributed greatly for its success. 

This project was awarded first prize in designing in China Architecture Design & Research Group in 2004, second-class prize of innovation in the science and technology of cultural relics protection by State Cultural Relics Administration in 2004, and first prize of China constructional science and technology by the Ministry of Construction in 2005.
